Of course, we need to understand the light that comes with the dawn as a
metaphor for justice.
So it is justice that banishes the wicked from the earth/land (v.13b) and
plunges them into darkness (v.15a)?
I'm not an expert but since the context is dealing with the physical Creation, shouldn't this be treated as the literal dawn light? Thiefs, murderers and other wicked people used to act in the darkness, so the dawn light forced them to stop their wicked acts. Could it be interpreted that way?
A Spanish paraphrase renders verses 12-15 more or less like this: "Have you ever in your life given orders for the dawn to come out and the day to begin? And for the light to be spread through the land, and the wicked go and hide? Then the relief of the earth appears and is dyed with colour like a dress; the wicked are deprived of light and their threat comes to an end."
Well, this is a translation from a paraphrase, but what do you think of the way to understand the original?
