Here's a try at a word-for-word translation of Isa 64:4:
And from ancient time they have not heard, they have not listened to-eye has not seen-a God besides you He acts for the one who waits for Him.
I think the phrase "He acts for the one who waits for Him" is really an unmarked relative clause. That is, it lacks a particle like a relative pronoun but really modifies "God."
So it would be:
And from ancient time people have not heard or perceived (no eye has seen) a God besides You who acts for the one who waits for Him.
Now that's 64:4 in an English Bible. Is that what you wanted, or did you want Isa 64:4 in a Hebrew Bible?
