First before one learns those subjects they need to become 'Rabbi', the person has leared quite a bit of Talmud. There are two 'types' of 'smichah' given. 1. Yoreh yoreh. This means that the person is qualified to rule on questions involving kosher laws. These are found in Shulchan Aruch Yoreh Deah. 2. Yudin yudin. Means the person is qualified to rule on civil matters. This is from Shulchan Aruch Choshen Mishpat.
