Dear Noel
YHWH YiR:'eH = YHWH shall see; or shall provide (see to it); Qal Imperfect
of the root Ra'aH, to see; not YaRe' to fear or be afraid (Imperfect YiRa'
or YiYRa').
The second half of the verse explains the first half: B:HaR YHWH YeRa'eH
(Niphal Imperfect) = in the mount of YHWH it shall be seen (or seen to).
Ra'aH also means to prophesy or be a Seer. A Ro'eH is a Seer or a Prophet.
