Zephaniah 3:8 contains all 22 letters, plus all 5 final forms. The Masora
Qetana note is:
'yt bpswq '-b bkpwpwt wbp$w+wt ("there is in this verse [the entire]
alef-bet in bent [letters] and straight [letters]").
This is, as far as I could gather from Minhat Shai, the only such Biblical
verse. This is why it is used for practice by scribes writing Torah
scrolls and the like (the Hebrew equivalent of "The quick brown fox jumped
over the lazy dogs" ... ;-) ). The 26 verses mentioned have all 22
letters, without final forms.
