As I understand it LE'MOR always introduces direct speech. So,
according to your interpretation, the text says that the Israelites
did not speak the Ten Commandments. Of course not, YHWH did - and
surely that is what the text wants to say. Furthermore, the only
examples of LE'MOR indicating purpose are in "late biblical Hebrew".
But LE'MOR often occurs where there is no immediate reference to the
speaker, e.g. Exodus 5:19, where LE'MOR must be translated something
like "with respect to the statement". See Cynthia L. Miller

The usual reading of Deut 5:5 ends:
" ... and didn't go up the mountain. He said ..."
But can we read
" ... and didn't go up the mountain in order to speak."
