I am not sure whether I understand your question right (I have no NIV
at hand in my office) - but maybe you mean *YHWH yosheb hakkerubim asher
niqra shem*. IMHO both (*YHWH yosheb hakkerubim* and *asher niqra shem*)
are attributes to *'elohim*, which is a little bit clearer in 2 Sam 6:2
in another order. Than present is not real present but generalizing
(extratemporalis), which is in English (and German) indeed represented
by present tense.
