Andrew,

The root P'R means to beautify or make glorious. It seems clear from other
contexts
that the noun means something like "finery". It used in Isa 61 to indicate
what a
groom would wear on his wedding day. Eze 44:18 says that the Zadoqite priests
were to
wear a P'R of linen on their heads. Thus, it cannot possibly mean tzitziyot.
It
something reserved for special occasions and special functionaries. Bear in
mind that
Ezeqiel himself was a Zadoqite priest, so the import of Eze 24 is that
Ezeqiel put on
his normal priestly garb, not mourning clothes.
