Yeah, I think that's what he's asking about - a sort of collection point
for ideas that haven't been implemented that someone could take up. And
a place for ongoing collaborative discussion and development of those
ideas. The mailing list can provide some of this of course, but once
it's hashed out if no-one has time to actually develop it the chances of
another developer stumbling across it is fairly small.

Having such ideas in a place that is browsable would be a good thing.
