You can download the diff manually from one of the ftp servers (like
ftp.gnu.org), unpack the old tarball, apply the patch, pack it again
as gcc-3.1.1.tar.bz2 and move it to /var/spool/sorcery.

The patch from 3.0.4 to 3.1 is available at
ftp://ftp.gnu.org/gnu/gcc/gcc-3.1/gcc-3.0.4-3.1.diff.gz

The location of the new patch (once it is released) will probably be
ftp://ftp.gnu.org/gnu/gcc/gcc-3.1.1/gcc-3.1-3.1.1.diff.gz
