Dan Hemenway has eased himself into retirement.  He was one of the first
generation of permaculture teachers who were authorized by Bill Mollison
to give the PDC in North America.  For some years, in conjunction with
his online PDC, he offered various books and pamphlets for sale, plus he
had his own publications, in particular, the International Permaculture
Solutions Journal (TIPS) and the International Permaculture Solutions
Yearbook (TIPSY).  These go back somewhat in years to the 80s and 90s. 
As usual with Dan's writings, they are comprehensive in their approach
to the topics covered.

He has just posted a new order form clearing out much of this stuff at
reduced prices.  He has one copy of Yeoman's Water for Every Farm priced
at $30.  Elsewhere it appears to be $50.

the Project

There is an increasing policy interest in the so-called Natural Water
Retention Measures (NWRM) for improving the water status on hydromorphology
and diffuse pollution. To respond to this interest, DG ENV launched a
dedicated study entitled *Pilot Project - Atmospheric Precipitation -
Protection and efficient use of Fresh Water: Integration of Natural Water
Retention Measures in River basin management (2013-2014)*. The two overall
objectives of the pilot project were:

  - To develop a structured knowledge base on NWRM that can easily be
  accessed by all within the Water Information System for Europe (WISE);
  - To contribute to the development of an active *European ?community of
  NWRM practitioners?*, thanks to the launching of different regional
  networks and the development of a practical manual for supporting NWRM
  design & implementation.

*Why are Natural Water Retention Measures on today's policy agenda?*

With the Green infrastructure EU policy
<http://ec.europa.eu/environment/nature/ecosystems/>, there is an
increasing interest in measures that aim to enhance the functioning of
natural processes and ecosystems so that water can better infiltrate and be
stored. These so-called *Natural Water Retention Measures
<http://nwrm.eu/concept/3857> (NWRM) can represent cost-effective options
for achieving the objectives of the Water Framework Directive
<http://ec.europa.eu/environment/water/water-framework/> (WFD) and/or the
Floods Directive <http://ec.europa.eu/environment/water/flood_risk/>*. They
can be part of Sustainable Urban Development plans to reduce investments in
expensive water infrastructure. They can also help to enhance the
resilience of (eco-)systems vis-?-vis climate change. Furthermore, NWRM
<http://ec.europa.eu/environment/water/adaptation/ecosystemstorage.htm> can
provide additional benefits in terms of ecosystem services delivery. In
Europe, the implementation of NWRM is in its infancy. NWRM-related
information is widely scattered and difficult to access. Readily
available-information on practical cases, that can be a ?source of
inspiration? for practitioners from elsewhere, catchments or local areas,
is rare.



*NWRM initiative: what was it for?*

DG Environment, European Commission, has launched an EU NWRM initiative
that aimed to:

  - Develop sound and comprehensive *European (web-based) knowledge on
  NWRM*. The knowledge base (the current platform) structure available
  information on technical, environmental, socio-economic, governance and
  implementation aspects of NWRM, mobilizing existing practical experiences,
  studies and stakeholders? knowledge. It is publicly available and provides
  a structured catalogue of NWRM <http://nwrm.eu/measures-catalogue>, a
  set of 120 case studies <http://nwrm.eu/list-of-all-case-studies>
  illustrating the implementation of NWRM in a wide set of context, 11
  synthesis documents
  <http://nwrm.eu/implementing-nwrm/synthesis-documents> allowing to go
  deeper in the understanding of the key specificities of NWRM
  implementation, a serious game
  <http://nwrm.eu/sites/default/files/roleplay-web.zip> to make the NWRM
  community and the key actors better understand constraints and
  opportunities of implementing NWRM, but also communication material
  <http://nwrm.eu/implementing-nwrm/communication-material> with a leaflet
  translated in 22 languages and a Powerpoint introducing NWRM *query
  facilities for extracting knowledge* (e.g. a specific case study,
  information on costs, summarized information on a given NWRM type under
  specific water catchment conditions?). In the coming year it will
provide *input
  facilities* for feeding new case studies and information.
  - Contribute to the development of a *European NWRM ?community of
  practice?* by bringing together all parties interested in the design and
  implementation of NWRM in the context of the planning process of the WFD or
  the Floods Directive, the development of a climate change adaptation
  strategy or the establishment of sustainable urban plans. The NWRM

  developed can support the design and implementation of NWRM in Europe.

*How was the community of experts involved?*

  1. The EU NWRM initiative was partly built on the establishment of *four
  informal regional networks*

  learning about NWRM; sharing practical experiences and pooling expertise on
  NWRM implementation; identifying key policy and implementation issues ? and

Four regional networks facilitated by consortium partners were established
as part of the EU NWRM initiative and facilitated all along the project:

  - *The Danube river basin*
  - *The Mediterranean sea region*
  - *Northern Europe/the Baltic Sea*
  - *Western Europe*

The regional processes were not only successful in bringing together NWRMs
communities in the four regions, but they were also able to unlock a wealth
of information and knowledge on NWRM implementation ?on the ground?,
through the contributions of experts, practitioners and policy makers from
the four regions. The workshops provided the ideal ground for these
exchanges: presentations, discussions, policy panels and role games allowed
to highlight the key features of NWRM implementation in the four regions,
as well as major opportunities for and challenges to implementation.

The following sections highlight, region by region, the following aspects:

  - General overview and geographic features;
  - Main NWRMs implemented in the region;
  - Key messages from the workshop;
  - Interactions and synergies with regional stakeholders.

*Who participated?*

The initiative was open to: *practitioners* who are or have been involved
in the design and practical implementation of NWRM in different sectors
(urban, agriculture, forestry?); *managers* involved in the development of
River Basin Management Plans (RBMPs) or Flood Management plans; *technical
service staff* (for example, from a large city engaged in a ?sustainable
city? initiative); *representatives from funding agencies* that can support
NWRM implementation; *representatives from economic sectors* that can
implement NWRM; *environmental NGOs; researchers and independent experts*,
etc.

The eight regional Workshops and the forum

in gathering a diverse audience and mobilising knowledge and practical
examples. All presentations and summary of exchanges are available for
consultation.



*How has the initiative fed EU policy making?*

The synthesis of discussions and views expressed in the web-forum or
discussed during the regional workshops were systematically *accounted for
when developing the deliverables of the initiative for DG Environment*. In
addition, the knowledge gathered and synthesised have *fed into discussions
of the working groups established under the EU WFD Common Implementation
Strategy (CIS)*. In addition, knowledge on NWRM as green infrastructure
solutions and fed the EU Green Infrastructure policy. For more details, see

*What benefits may you expect from using and promoting NWRM?*

Room for Nature and ?soft measures? are gaining momentum to make policy
operational. Making best use of scarce financial resources has become a
driver to policy making. NWRM are particularly relevant in this context
because, being multi-functional measures, they can deliver different
ecosystem services. They can also contribute to the achievement of
different policy goals.

In the longer term the vision is for the establishment of the European NWRM
knowledge base and of a common framework for supporting the successful
implementation of NWRM. By providing a common framework and a sound basis
for implementing NWRM, the European NWRM knowledge base will *contribute to
effective and efficient implementation* at all decision-making scales in
the field of water (e.g. the WFD, the Floods Directive, the strategy on
Water Scarcity and Drought, the EU Water Blue Print...), climate change
adaptation, biodiversity, sustainable urban development, etc.

Romania Wetlands' Comeback

Like the birds that now flock to its marshes and waterways, the Danube
delta, which straddles Romania and Ukraine where the Danube River meets the
Black Sea, has had to fight hard to reassert itself. More than a decade
ago, the region had been nearly destroyed by Romania's Communist dictator,
Nicolae Ceausescu, and his wife, Elena, who, hoping to develop the area for
agriculture, fish-breeding, and forestry, ordered vast tracts of land
drained to create polders for farming.

"They brought in another culture," says Marian-Traian Gomoiu, the first
governor of the Delta Biosphere Reserve, an agency charged with protecting
and restoring the area. "The culture of the barbarians."

In the mid-1970's, the Ceausescus embarked on their ambitious 20-year plan
to capitalize on the delta's resources. Nearly 6,000 workers descended upon
the delta, building dikes, pumping large areas dry, and planting wheat,
maize, and rice over more than 240,000 acres. "They brought in heavy
machinery and drove out herds of animals along with many of the local
people," says Laurence Mee, former coordinator of the Global Environment
Facility's Black Sea Environmental Program. "They turned whole villages
into apartment blocks, bulldozing houses and the small holdings where
people were growing their own vegetables, to create vast collective farms."

Unlike the traditional method of harvesting the delta's reeds with a
scythe, the use of machinery destroyed the plants' roots, reducing the
productivity of the reed beds. Because the commercial fishermen wanted to
catch and sell the region's fish, they shot the birds that ate them,
including the Dalmatian pelican, which was in danger of becoming extinct.
Overfishing resulted in serious depletions of sturgeon and carp.

After the collapse of the Ceausescu regime in 1989, the new government
stopped all work on the delta. In 1991, with $6 million from the World
Bank, it formed the Delta Biosphere Reserve. Scientists set about flooding
some of the drained land, focusing initially on about 9,000 acres.

To their delight, the delta has begun an astonishing recovery. A month
after the dikes were ruptured and water flowed back into the first polder,
nature had reclaimed the land as its own. With amazing rapidity, coots and
pelicans, boar and roe deer returned from other parts of the delta. Within
four months of the flooding of a second polder, reeds had grown as high as
19 feet and 18 species of fish had returned. The bird population in the
reflooded areas has more than doubled. "We are very lucky that this huge
project has been so successful," said scientist Lucian Ionescu. "We reached
it in time."

A visit to the Danube delta usually begins in the Romanian town of Tulcea,
a two-hour drive from Constantsa through some of the ugliest stretches of
land imaginable. You pass a vast collection of shabby, utilitarian housing
blocks before finally entering Tulcea, with its fish canneries and decrepit
shipyards. Looking around me, I couldn't help thinking what an oxymoron a
Romanian holiday was.

I had passed judgment too quickly. As I boarded a small, brightly painted
boat and headed for the delta, I entered another world, one that seemed
almost anachronistic. Here, at the gateway to the 2,200-square-mile Danube
delta wetlands, I found lakes and channels with crystal-clear water, and a
network of islands, covered in swaying reeds, that would be blanketed by
wildflowers in summer. The delta is a haven for bird-watchers; willow, ash,
and white poplar trees provide nesting sites for more than 300 species of
birds over the course of a year. The silence was broken only by chirping
and the sound of oars cutting through the water as fishermen rowed by.

When human activity seriously disrupts an ecological system, unforeseeable
consequences usually follow. The delta was no different. Farm fertilizers
added nitrogen to the water, which stimulated an explosion of certain
organisms such as algae. The huge quantities of algae don't allow light to
penetrate to the bottom, so aquatic weeds and other plants die, and the
fish that feed on those plants fare no better. The algae then begin to
consume the water's oxygen, resulting in the death of many more fish.

It doesn't end there. In building dikes to drain the polders, developers
cut new canals to move water away from the agricultural areas, and widened
other canals to accommodate large boats. Water moved more quickly through
these channels, picking up greater amounts of minerals and debris, which it
dropped into lakes, clogging them with sediment. These changes also
prevented the delta from performing one of its most important
functions?serving as a giant filtering system for the river's water before
it enters the Black Sea.

In the end, even the government's agricultural plans and fish farms
backfired. The drained soil was too sandy and dry to support crops, and the
river water, thick with sediment, was not good for irrigation. As for the
fish farms, they proved a disaster because the water ran right through the
soil.

The Delta Biosphere Reserve has placed strict limits on future exploitation
of the region. Scientists have divided the delta into three types of areas:
those in which controlled fishing and hunting are permitted; those in which
tourism may be carefully developed; and those that are completely
off-limits to all but the scientists studying them.

In late spring and early summer, the delta, bursting with life, is a
breeding ground for hundreds of bird species, including the majestic
white-and-pale-pink Dalmatian pelican. Like the pelicans, a number of birds
found here nest in colonies, some as many as 5,000 strong. In summer,
bird-watchers can see thousands of pelicans and huge flocks of the
crimson-backed glossy ibis, with its long, curved beak. During breeding
time, when the birds' colors are at their most brilliant, you might catch
sight of some other rare species, such as the pygmy cormorant or the
red-breasted goose. Or you might hear the call of an egret, and then spot a
group of pelicans lifting gracefully into the air in a blur of
black-and-white-tipped wings.

"You go out on one of these boats," says Gomoiu, the reserve's first
governor, describing a trip on the delta. "You leave your line over the
back all day to catch your dinner, you see thousands of pelicans so close
you can feel their breath, and you think how this was almost gone until we
brought it back. And you feel grateful."

To get to the Danube delta, take a short flight from Bucharest to
Constantsa and then drive to Tulcea, where you can book a tour of the
region. Try the Automobil Clubul Roman (40-40/515-151) for a boat trip to
the delta and a room on the club's floating hotel, or Ibis (40-40/511-261)
for an ornithologist-guided trip.

ABSTRACT
The first premise of the Prosperous Way Down is that  fossil fuels are
being  used  faster than the earth  is
making them and that there are (and  will be) no new energy  sources  with
as  much power as fossil fuels.
The second idea is that human civilization can be prosperous as it goes
down to a lower energy world. To
explain  these  hypotheses  there  is  a  review  of  the  principles  of
emergy,  its  calculation  and  its  use  in
evaluations and predictions. Tables of emergy per person and emergy per
dollar of many countries are the
bases  for evaluations of international relationships. Examples are  given
of the  use of emergy  in possible
solutions  of  problems  like  unequal  migration,  production,  war,
terrorism,  and  international  trade.
Scientists  can  use  these  methods  to  show  how  civilization  can
decline  thoughtfully  rather  than  collapse
miserably.
1. INTRODUCTION
This  paper  is  based  on  one  of  H.  T.  Odum?s  special  projects:
the  future  of  human
civilization. He put together facts, explanations and predictions in many
papers and the
book we wrote together, A Prosperous Way Down (Odum and Odum, 2001).
Instead of
anticipating  a  crash,  a  possible,  hopeful,  view  of  the  future  is
predicted.  These
discussions  and  conclusions  are  based  on  two  hypotheses.  The
first,  with  which  most
scientists agree, is that  we (the world and our  economy) are  going down
(there  will be
fewer resources to live on). The second, less considered, is that the lower
energy future
can  be  prosperous  and  happy  ?  depending  on  our  human  actions.
Our  plans  and
activities  must  include  the  world  environment  as  well  as  the
economy,  as  shown  in

a Permaculture pioneer who over 30 years ago took a Permaculture Design
Course taught by Bill Mollison on Whidbey Island in Washington. At the end of
the course Bill Mollison approached each PC grad with a mike and asked them
pointedly "just what are you going to do with this knowledge, RIGHT NOW?!"

Ali answered immediately "I'm in Bill, I will dedicate my life to
Permaculture" and Bill pointed him to South America and said "go there", and
he did, spending the next 27 years in the Amazon.  We visited in 2007, four
of the sites he had developed in different ecosystems of Brazil, when
attending the International Permaculture Conference and Conference (IPC8).

In 2010 Bill asked him to go to Africa and for six years now he has worked in
southern Mozambique in an area of resettled communities where civil war
lasted for 12 years, and where there is severe malnutrition, HIV, no reliable
potable water, and grinding poverty - can permaculture flower in such a place?

Instituto Permaculture Mozambique (IPERMO) is Ali's organization.

Ali Sharif is a permaculture expert who has worked with communities to
establish several dozen projects on three continents. He began working full
time in the southern cone of Africa in 2010 and has helped initiate several
small support projects in South Africa, Zambia, Malawi and Mozambique.

interconnected, with the largest, oldest, "mother trees" serving as hubs.
The underground exchange of nutrients increases the survival of younger
trees linked into the network of old trees. Amazingly, we find that in a
forest, 1+1 equals more than 2.

Suzanne W. Simard - Faculty Profile (live link with tons more info/links)

Dr. Suzanne Simard is a professor with the UBC Faculty of Forestry, where
she lectures on and researches the role of mycorrhizae and mycorrhizal
networks in tree species migrations with climate change disturbance.
Networks of mycorrhizal fungal mycelium have recently been discovered by
Professor Suzanne Simard and her graduate students to connect the roots of
trees and facilitate the sharing of resources in Douglas-fir forests of
interior British Columbia, thereby bolstering their resilience against
disturbance or stress and facilitating the establishment of new
regeneration.

Dr. Simard writes:

Mycorrhizal fungi form obligate symbioses with trees, where the tree
supplies the fungus with carbohydrate energy in return for water and
nutrients the fungal mycelia gather from the soil; mycorrhizal networks
form when mycelia connect the roots of two or more plants of the same or
different species. Graduate student Kevin Beiler has uncovered the extent
and architecture of this network through the use of new molecular tools
that can distinguish the DNA of one fungal individual from another, or of
one tree's roots from another. He has found that all trees in dry interior
Douglas-fir (Pseudotsuga menziesii var. glauca) forests are interconnected,
with the largest, oldest trees serving as hubs, much like the hub of a
spoked wheel, where younger trees establish within the mycorrhizal network
of the old trees. Through careful experimentation, recent graduate Francois
Teste determined that survival of these establishing trees was greatly
enhanced when they were linked into the network of the old trees.Through
the use of stable isotope tracers, he and Amanda Schoonmaker, a recent
undergraduate student in Forestry, found that increased survival was
associated with belowground transfer of carbon, nitrogen and water from the
old trees. This research provides strong evidence that maintaining forest
resilience is dependent on conserving mycorrhizal links, and that removal
of hub trees could unravel the network and compromise regenerative capacity
of the forests.

In wetter, mixed-species interior Douglas-fir forests, graduate student
Brendan Twieg also used molecular tools to discover that Douglas-fir and
paper birch (Betula papyrifera) trees can be linked together by
species-rich mycorrhizal networks. We found that the mycorrhizal network
serves as a belowground pathway for transfer of carbon from the
nutrient-rich deciduous trees to nearby regenerating Douglas-fir seedlings.
Moreover, we found that carbon transfer was enhanced when Douglas-fir
seedlings were shaded in mid-summer, providing a subsidy that may be
important in Douglas-fir survival and growth, thus helping maintain a mixed
forest community during early succession. This is not a one-way subsidy,
however; graduate Leanne Philip discovered that Douglas-fir supported their
birch neighbours in the spring and fall by sending back some of this carbon
when the birch was leafless. This back-and-forth flux of resources
according to need may be one process that maintains forest diversity and
stability.

Mycorrhizal networks may be critical in helping forest ecosystems deal with
climate change. Maintaining the biological webs that stabilize forests may
help conserve genetic resources for future tree migrations, ensure that
forest carbon stocks remain intact on the landscape, and conserve species
diversity. UBC graduate student Marcus Bingham is finding that maintaining
mycorrhizal webs may be more important for the regeneration and stability
of the dry than wet interior Douglas-fir forests, where resources are more
limited and climate change is expected to have greater impacts. Helping the
landscape adapt to climate change will require more than keeping existing
forests intact, however. Many scientists are concerned that species will
need to migrate at a profoundly more rapid rate than they have in the past,
and that humans can facilitate this migration by planting tree species
adapted to warm climates in new areas. UBC graduate student Brendan Twieg
is starting new research to help us understand whether the presence of
appropriate mycorrhizal symbionts in foreign soils may limit the success of
tree migrations, and if so, to help us design practices that increase our
success at facilitating changes in these forests.
