I take it you are unable to find the new queen or the old queen. Queen introduction is difficult unless there is a honey flow. First, be sure there is not a queen in there. If there's brood, there is. It won't hurt to introduce some frames from the other hive. Brush as many bees off of the ntroduced frames as possible. If there are larvae less than three days old, tiny, tiny and there is no queen, they will make queen cells. Then you have to check frequently and make sure one emerges and returns to the hive.
