Could be winter killing of the flower buds Jay. More likely it is just not
mature enough. Certainly it is not unusual for pears (some pears, by no
means all) to take 10 years to flower. I have a Comice (which should not
grow here at all probably) which has grown steadily without dieback now for
15 years and this year it had its first flower cluster. Just one! High on
the tree, which is also not typical for pears in my (limited) experience. No
fruit, but it was a bad year anyway. I live in hope.

Look to see if the quince has any dead flower buds in early Spring, my guess
is you will
have to wait a while longer.
