It means what Pennsylvania says in its regulations—persistent drugs that remain in the carcass and can pollute the water supply prohibit burial of the carcass.

Your state may not allow the usual drugs to enter any food chain by any means or may allow use for non-human consumption feed (cats and dogs) but this is highly unlikely.

The best bet is to check with your local large animal vet about approved options.
