The best bet is to check with your local large animal vet about approved options.
Ours will do the burial on his property for a fee, and I know we can do do burial on our property.

From Texas statute
Now what this means? Who knows.

(1) disposal management practices for the carcasses,
including a requirement that poultry carcasses may be buried on
site only in the event of a major die-off that exceeds the capacity
of a poultry facility to handle and dispose of poultry carcasses by
the normal means used by the facility; and
		(2) burial[0] site requirements that identify suitable
locations for burial[0] based on site-specific factors including:
			(A)  land use;
			(B) soil conditions; and
			(C) proximity to groundwater or surface water
supplies.
	(g) The commission may not require a landowner who requests
and complies with a water quality management plan under Subsection
(f) to record the burial[0] of animal carcasses in the county deed
records.

A short while back there was some discusion about this on this site.  Perhaps it will help others deal with UNWANTED HORSES and since now there is a ban on slaughter.

I know a lot of us hate to see slaughter houses, but has anyone looked into what regulations there are to bury their horses.  Rendering services are getting fewer and far between and to bury (or even cremate) your mount, it also takes a special backyard, the equipment to do it and there are rules to follow.

Perhaps one of the first things we need to do as responsible horse owners is to consider the inevitable BEFORE we even acquire an equine companion.
