What is supposed to be and what is are two very different worlds. Out county
EMA is the Dept. of Public Safety which includes the EMA, the 9-1-1 center,
the EOC, the fire academy, the police academy, EMS academy and region,
HazMat/LERC but not the responders, public education functions, planning,
and handing out anti-terror toys. It does not credential anyone and refuses
to be the organizational home for SAR, CART, LART, or any other function
where a group of citizens will form a volunteer organization that pays for
itself (especially insurance). In the big city next door, the EMA is within
the career fire department, and across the river the state police are the
EMA everywhere.

This is not a one size fits all world, and definitely not in the emergency
response arena.
