An MSAR team might choose to use an evaluation of rider skills and an appropriate horse when someone applies as a team member. But consistency should be met as minimum level for all prior to being considered ready to deploy mounted on a search.

SAR / MSAR in the USA may / may not already be aware that there are national level changes impacting us under Homeland Security. There is an expectation for all first responders ... and we are considered first responders ... to meet national standards. National / international standards for minimum expectations for MSAR are currently under development through ASTM. www.astm.org

As a high level overview, also expect a minimum requirement to know basic ICS (IS 100/200) and use it at every incident, and have a handle on NIMS (National Incident Management System - IS 700) to be considered compliant. Anyone who doesn't already have this training / certification can get training from certified instructors - normally available through your local law enforcement, fire, etc. - or perform self-study and testing on the FEMA web site. http://training.fema.gov/emiweb/IS/crslist.asp

Good question Mary Lou. Who are the national/state/regional certifying
agencies that might be considered acceptable to a deployment agency/IC
that may not be familiar with MSAR?

Is there one "performance check list" acceptable to these different
certifying agencies? Would this be considered a MSAR standard for all to
be measured against?
