Location, terrain and distance would play a large part in the decision of
whether to call MSAR trained for Hasty Search. (There is additional training
advantageous to - perhaps required for - the Hasty Search team, regardless
of mode of transportation.) Weather would also influence the decision, and
may even be a key factor. An important consideration is the missing
individual, and the information you have about that person - guiding where
the Hasty Teams will concentrate their efforts - and this is why the
thorough initial interviews are so critical, as is the initial follow-up.

Lost person behavior has a bunch of research and stats to provide
guidelines, but information specific to the individual can make a huge
difference in search tactics. Consider the difference that age, health,
state of mind, training / experience, gear in hand, etc., can make to SAR
management and field personnel during a hasty search ... and how quickly the
focus can change when a new clue is factored in ...
