Peppers can take anywhere from 7-14 days. Are you sure you have fresh seed? Plenty of moisture?

To check germ of seed, place it on a damp paper towel, around 10 seeds or so. Seal it up in a baggie and put it in a warm spot, away from direct sun. You want the paper towel to stay moist. Start checking for seed germ after about 5 days or so. If, after two weeks you don't have any signs of germination, or very poor germination, get some new seed, and start over.
