Allan:

Newspaper or cardboard mulch is beneficial for the soil. I mulch all
paths and new gardens (that is, gardens I'll plant in the Fall) w/
either newspaper or cardboard, and add wood chips on top. Cardboard is
better at surpressing weeds.

Within six months, the worms have colonized the area, breaking down the
paper/cardboard into a lovely soil.
