I'm not familiar with bacterial spot in zinnias but I encounter
bacterial diseases in a number of vegetable crops. One of the serious
problems facing vegetable growers regarding bacterial diseases is the fact
that they can be seed-borne. In other words, if the seed producer does not
use hygenic methods, the seed harvested can have the bacteria present. This
is especially serious if you use the seed to grow transplants. A greenhouse
is a perfect environment for many bacterial species to multiply rapidly. So
a single bacteria in a packet of seed can turn into an epidemic in a
greenhouse in a few weeks. The epidemic may not reveal itself until weeks
later, when the plants have been transplanted into the field.

Let me emphasize that I'm not experienced with bacterial spot in zinnia.
I just wanted to pass this on because it's important to understand the
relationship between bacterial pathogens and the seed-borne diseases they
cause. If the bacteria responsible for leaf spot in zinnia is similar to
Xanthamona campestris, the bacteria that causes bacterial leaf spot in
peppers, clean seed is essential.
