am just reporting what one of my employees sees on her home machine
Is it happening to other outlook users or something unique to that user e.g. the way that user has their particular machine/outlook configured?

Absolute links.
Maybe she has your particular domain blocked somewhere in outlook/windows (e.g. their hosts file)
