Thanks for the response! My comments were directed specifically at
downloads, not serving up webpages or mailing lists.

Then it seems to me that ibiblio's definition of "reasonable capacity"
is, relative to most other places, on the very low side. I get much
better speeds from Vanderbilt, Purdue, and most any other random
mirror I click on.
