That only applies to countries that are openly monarchical; in the other dictatorships (even hereditary ones like Syria), these aircraft officially belong to the state, and in the democracies (Israel and Turkey), government aircraft are as personal as Air Force One.

Interestingly, many presidential aircraft are protected against attacks from shoulder luanched missiles using IRCM packages from ELTA (an Israel Aircraft Industries subsidiary), using packages developed to protect civillian airliners. I doubt this one is :-)
