Right, sorry for the confusion. freebcp works as you mention below with
TDSVER 7.0... regardless of where the version is set. In my situation, I
had made a typo in freetds.conf and when I ran tsql (for testing) it
defaulted to 4.2. It's fixed now.

Really? If that's true it's a bug.

freebcp needs TDS version 7.0+ to work with Microsoft servers. More
precisely, FreeTDS doesn't have a working bcp implementation for TDS version
4.2, regardless of server vendor. But just how the TDS version gets set
shouldn't matter.
