From my reading, it is my understanding that the Jews of late BCE and early CE were not required to participate in the Roman cult religion.  That indeed they were granted a level of autonomy which even included the ability to tax themselves.  (It has been so long ago I read this, that I cannot quote the source, but  I will try to dig through my archives).  It is this view that I believe fits with a Paul, who even in this late stage, still holds for a reconcilliation with his Jewish brothers and the messianic believers.

    For one thing, I am not familiar with taxes / tribute (phorous, vv. 6-7) being paid to the synagogue or its leader.  Taxes are paid to government authorities and to the Temple, but the synagogue was a rather different institution.  Do you have examples of synagogues collecting taxes?
