I tend to also take the viewpoint that Romans is addressed to a ethnically mixed group of believers (and I would make that distinction). The approaches and scholars already mentioned provide good arguments for that. However, another useful starting point is chapter 16 and a prosopographical approach. I.e. looking at the individuals addressed and what their names likely say about them. There seem to be Jewish believers in Christ, who Paul seems to know quite well, and Gentile believers in Christ, who Paul seems to know more by reputation than by personal acquaintance. There are several recent commentaries that take this approach very seriously, probably most notably Philip Esler's 'Conflict and Identity in Romans'. His chapter on ch.16 of Romans may provide some very helpful arguments and data for you.
