Perhaps the main reason Hebrews was thought Pauline was its
sacrificial theology. Of course, there are differences from
Paul, but some apparently noticed Hebrews' concept of Christ
as a sacrificed person, and thought it sounded like Paul.

Hebrews also depicts Christ as high priest, which does not
sound Pauline to me (rather, the APOSTLE is like a high
priest: Rom 15:16).

In faith communities, similarities of doctrines (even
distant similarities) tend to be emphasized, and a composite
doctrine is woven together.
