What evidence is there to suggest why Hebrews was ever considered to have
been written by Paul? Given the differences between Hebrews and the other
Paulines, why would anyone think that Paul wrote it?

Probably the same "evidence" that went into thinking that Moses wrote the Pentateuch, that the Apostle John wrote the Fourth Gospel, and so forth. Who needs evidence when you got an imagination?
