Because in my opinion TPMs are part of the general problem that needs to be solved, not a separate issue. TPMs prevent sharing *physically* (well, electronically), where copyright only prevents it legally. TPMs break SA most noticeably but they also break the free sharing of unmodified versions that is the basic freedom that all CC licenses give you. It does not make sense to treat TPMs separately any more than it would make sense to divide the CC licenses up into modules that tackle successive copyright acts.
