What situations make it hard to figure out how to include a copy of the
license?
There's no plain text versions of the licenses available. So you either have to copy the verbatim HTML file, with accompanying image files, or make your own plain text version. It's not clear whether creating your own plain text version is a violation of the trademark rules for Creative Commons. (CC does not claim copyright over the licenses, but they only allow you to use the CC trademark if the licenses remain intact.)
