If you want rules defined in the global section to be carried over into
other virtual host containers you need to eanble it and include
"RewriteOptions inherit". Otherwise, they will never be seen elsewhere.

mod_rewrite is a very cool module, but can be pure evil debugging issues
with it. We use it quite a bit in our www.unc.edu config for very
customized situations including handling of /~onyen and /home/onyen.
