The Zine Wiki and the Queer Zine Archive are two digital zine archiving projects that I know about. Elka Zobl hosts the Grrl Zine Network, not an archive but a useful resource. A few years back Anne-Marie Paine (aka Miss AMP) and Corinne Gerber started an online riot grrrl zine archive, The Riot Project, which has sadly died. But they probably still have many of the scans available, should a new online home be found for them...
Would love to be involved in any type of project like this!
