The changes are as follows:

The main and most important changes since 2.12.x are support for Datagram TLS
1.0, support for Elliptic Curves (ECDHE and ECDSA), support for AES-GCM,
optimizations for Intel CPUs with the AES-NI instruction set, and support for
PKCS #11 via p11-kit.

Project description:

GNU Transport Layer Security Library is a library which implements a secure
layer over a reliable transport layer such as TCP/IP. It implements the TLS
1.1
and SSL 3.0 protocols, accompanied with authentication methods such as X.509,
OpenPGP, and SRP.
