The changes in this release are as follows:
There have been several changes to tidy up problems with the build
system in different environments. One new feature was added: the
ability to choose whether \R matches all Unicode linebreak sequences,
or just CR, LF, and CRLF. The main code has been refactored to reduce
the number of relocations needed when loaded as a shared library.

The PCRE library is a set of functions that implement regular
expression pattern matching using the same syntax and semantics as
Perl 5, with just a few differences. PCRE is used by many programs,
including Exim, Postfix, and PHP.
