unless someone has reverted my fix "again" kde-i18n should use $SPELL_CONFIG,
the config_cache usage was broken so please don't reinstate it.
$SPELL_CONFIG is automatically parsed so it is the logical place to store
this. It is not a 100 line file like xfree86's host.def so it doesn't need
special treatment.
