The CONFIG_LOC allows the user/SA to pass their own arguments _before_
compilation to ./configure; it is not set up as N_JOBS is where if it
fails with more than the default (1), it will ask if you want to try again
with the default, CONFIG_LOC will only ask you at the beginning. It might
be nice to do, but will just add more complexity and little (IMO)
functionality.
Perhaps we should have CONFIG_LOC "off" by default?
