We have this now. 3 reliable lines, including one we have SLA for, that do a
form of DNS roundrobin for download.sourcemage.org, which itself points to 2
high bandwidth lines that have failover for each other.
fallback.sourcemage.org now just redirects to
download.sourcemage.org/fallback/.

So this is pretty much done as far as I care. At this point having more than
fallback.sourcemage.org in the sorcery list is not strictly needed, but
there's
nothing critically wrong with it either.

I'm not marking it fixed yet in case you do want to change the list in there,
at least to remove the dead ones.
