I'm thinking that all scripts (not just ESSENTIAL) should be installed by
default, but disabled (except ESSENTIAL, those should still be enabled by
default ;)). This way all scripts will be available for installed packages if
the user needs, otherwise the user has to reinstall a package with `cast -r
<package>` (or copy out the init.d/xinetd.d script manually) to get a script
installed.
