Ok, if sorcery needs that distinction internally I agree it's bad to change
the
semantics of the libapi function.
I filed bug #7295 about spell_held missing from libapi.
So I'll make this bug a feature request for a function returning true if the
spell is either held or installed since that's what is needed in spells and
people usually assume spell_installed does that.
