Let me see if I understand you. What you are saying is that in the Linux-PAM
spell itself (probably in PREPARE), it should create the /tmp file only when
necessary (probably manually set and unset each time the version number
increases, possibly not with /var/state/sorcery/package checking)? And for
any Linux-PAM aware spell, the trigger should be your if/then statement?

What it looks like to me will happen is that the trigger will only be set if
that /tmp file exists, and then the triggered spell will either be cast every
time or never.
