I'd say uppercase for provides and lowercase for normal depends so that they
can
be easily differentiated, though I abhore upper-casedness.

I think it's a good format, I've been using something close to it, but with
two
spaces after DATE, but I don't mind having just one space, especially if it's
a
GNU standard.

What, make a decision so we can't change our mind later nad make all that work
