I get something similar to this when trying to complile gst-plugins and
some other programs againest the 2.4.6-test kernels. I think the bits
directory is something from glibc. Below it the response I got back
from the gst-plugins buglist...

+You're making symlinks from $includedir/sys to
+$kerneldir/include/linux, but not from $includedir/linux to
+$kerneldir/include/linux. In either case, I strongly suggest to
+**not** do any of this unless you know what yu're doing. The kernel
+headers in $includedir/.. are standard-interface-compliant files that
