The mode name is "change-log-mode" in emacs, it's invoked automatically when the file name is ChangeLog.

Do you have a link to the description of this format?  Not all of us use the
vile [X]EMACS OS.  ;)  Changing the HISTORY format is fine by me, if the
majority agree on it, or, more importantly, it is a 'standard'.
