I'm not seeing where this "not testing" idea is coming from: we /always/ are
supposed to test before we submit (even to devel, but you can still submit
there
if you want to be able to work on it from several locations and/or have others
help, such as openoffice).

By removing the update in devel then integ to test, we are not taking out
/any/
testing the guru should do, just a few steps (integ, resolve, submit) they
have
to do after already testing and submitting to devel.

However, Tony brought up a good point about revision history: it'll be gone in
devel. Also, if someone carelessly did an integ from devel->test, it would
remove all the test spells (but that's a user error, not necessarily a problem
with this idea). As for revision history, Hamish pointed out that CVS will
mangle the revision history anyways (will it?), so that may be a moot point.

I am mostly interested in this idea as a way of making things 'cleaner' as
there
is not much more benefit from this idea than these two: cleaner, and less
integration work for updates. Size isn't too big of a deal, as most of our
developers are on broadband and 'p4 sync' only downloads the changes, not the
entire grimoire, though if you don't update often or there has been a rash of
updates/fixes, it may take a bit to download (such as the GNOME 2.4 updates
;)).
