I think it's a really good idea, the libs section is way too big and
contains quite some libs that are specific to another section (examples:
id3lib, libesmtp, libexif ...)

sections like video-libs, mail-libs would be really useful to
1. distinguish between libs and apps
2. make libs smaller, only for general purpose libs
