Ibilio does indeed offer rsync service. In fact, all of
download.sourcemage.org is available via the sourcemage module.

The best way to get this started is simply to request a new module (ex
smgldevelgrim) and have it point to the devel grimoire (...test, stable,
sorcery, etc).
