here goes nothing... (i could be wrong on some of this)

basically rsync looks at a directory hierarchy of all the files on
a client and a server, then depending on the command line options, it
either updates the client or the server to be identical to the other. To
update files it either copies new files directly, or tries to figure
out how to change the files such that they are the same (and save some
bandwidth). Basically what cvs does, but for anything, and without all
that commiting and checking out stuff.
