How would you prevent just old anybody from going directly to the mirror
without accepting the license? We could setup either basic or digest
authentication on the server and have a password embedded into the spell.

The authentication "prompt" can be "By entering the correct password, you
affirm your acceptance of the Sun Community Source License
(http://wwws.sun.com/software/java2/license.html)."

That would satisfy me.
