That's what we have CONFIGURE scripts in the spells for. The databases that
have to be created are template0 and template1.

AFAIK, there is no way to put pgsql into a mode where the only operations
allowed are backing up and restoring databases. It is therefore possible that
a database is backed up in preparation for an upgrade, then someone makes a
change to it, and the change is lost.
